I believe you failed to realize that the article presents this as the engineers decision (shown in Part 2).

Agile is about development team choosing what brings them the most benefit on how to work. Should they fix the staging instead of pushing to production which is not used? Probably, but it's for them to decide when and how to fix it to bring value.

In any case your comment has nothing to do with agile or anti-agile, although it does show how people like to put their problems on Agile, even when it has nothing to do with it.
